To make cookie dough balls: cream butter and brown sugar together with a fork. Add vanilla and cream and combine thoroughly. Microwave the flour then add to the sugar mixture and mix until dough forms, then stir in chocolate chips Roll into half-inch balls and place in the refrigerator until ready to use.
Preheat oven to 350F, line a baking sheet with parchment paper.
Combine flour, baking soda, and salt together in a mixing bowl and set aside.
Beat butter and brown sugar together until light, beat in the egg and vanilla.
Add the flour mixture, and mix until fully incorporated.
Roll cookie dough into large, walnut-sized balls, and flatten to about ½ inch thick.
Place on the lined cookie sheet and bake in the center of the preheated oven for 10 minutes until the edges are set.
Remove from the oven and let cool, while the cookies are cooling, make the icing by beating icing ingredients together.
When cookies are cool, top each with a tablespoon of icing, then the cookie dough balls and a few mini chocolate chips.
